Is it possible to view a Hikvision NVR IP camera in mobile without the admin knowledge?

Yes This is possible Thanks to "Onvif Protocol"

You need one time access to that particular IP Camera and Create a Username and Password Account under Onvif Protocol after Enable Onvif Option.

As shown in above picture you can enable ONVIF Protocol.Now you need to create an Account to use that service.After creating an account in Onvif protocol you must be sure RTSP Port 554 must be forward over internet to access that IP Camera from Mobile app or RTSP Player directly from Computer.

You can access Hikvsion IP Camera from RTSP URL.

rtsp://username:password@IPADDRESS:554/Streaming/channels/101 (101 for Main Stream)
rtsp://username:password@IPADDRESS:554/Streaming/channels/101 (102 for Sub Stream)

You can use VLC Player to start Network Stream of IP camera on Local or Public Internet.
